Dual Core option breaks games

Description
What steps will reproduce the problem?
- Turn on Dual Core option in "Config"
- Affects D3D and OGL
- Game: Mario Power Tennis
What is the expected output? What do you see instead?
With Dual Core turned off, the game loads and plays (Few graphic
glitches). - FPS 60; VPS 60/60
With Dual Core turned on, nothing loads. Screen always black w/ FPS
counter stuck at 0.1 and VPS at 0/60
What version of the product are you using? On what operating system?
4315 on Windows Vista x86. AMD 8650 X3 Core 2.3Ghz with 4 Gigs of RAM.
Onboard NVIDIA GeForce 8300 video.
Please provide any additional information below.

I have this game and it gets stuck at the intro no matter what you pick for cpu
settings.

It breaks this game.. but i would believe it could be affecting other games aswell
in one way or another small or big.

I'm pretty sure this is a duplicate of another (or several other) issues. Dual Core
mode has had problems since the beginning and needs to be fixed.

This problem also exists on Gentoo GNU/Linux 64 bit. Some games do load, but crash
fairly quickly.

the 32 bit version works or causes Crashes?
