Safe Texture cache is unplayably laggy

Description
What steps will reproduce the problem?
- Run Dolphin Dolphin-x64-r4723
- Start a game (E.G Metroid prime or mega man X Collection)
- MegamanX Collection and metroid prime are too laggy Even in menue screen
What is the expected output? What do you see instead?
in older revisions in Like 3XXX it didn't use to slow down.
if its needed to be safer it doesn't have to be too safe that people won't
be able to play the games.
Mitroid prime used to Run at Good speed in revsions under 4xxx some one
Changed the Safe Texture cache optinos and made it
What version of the product are you using? On what operating system?
Windows 7 Ultimate
Core2Duo E8600
Geforce9800
Please provide any additional information below.
Please don't Report as invalid before you Test it your self.
Even in Menues the games gets too slow try any game that doesn't even
Require Safe texture cache.

Could you pinpoint the ~exact revision that started it ?

I don't get it. Metroid Prime is as faster as usual here, recently it got a speed
boost, in fact. Also, I use safe texture cache for Tales of symphonia so the text
won't flicker, and it doesn't has any slowdown at all

safe texture is indeed slower, which is why it is an option.
Its not that laggy though..
