What steps will reproduce the problem?

What is the expected output? What do you see instead?
Dolphin should have the ability to allow the user to change the
region/country settings of the system (like other emulators). For example,
I want the ability to force the games to recognize that the system being
emulated is NTSC/USA - regardless if the games are PAL or not. Instead,
Dolphin seems to pick the system region settings automatically to satisfy
the actual region setting of the game (PAL/NTSC/etc).

What version of the product are you using? On what operating system?
Dolphin R4878 x64 - Windows 7 Ultimate x64

Please provide any additional information below.
The reason why you'd probably want this is in Dolphin is so that any game
that chooses video settings or any other type of setting based on the
system's region will work as the user requests. Another example, let's say
one of my games was compiled with the PAL/Europe region. It carries no
progressive scan screen (holding B won't do anything this time) and no
video mode selection screen. The only way the game will pick the desired
video mode is if the region of the console is NTSC. The only way to solve
this, of course, is to either patch the GCM/ISO with the region code that
you want (which is almost difficult to do and might be inconvenient for
some) or if you program a region selector for the Gamecube tab of the
Dolphin Configuration window, which is what I'm asking for.

It's not a high priority, nor is it a game breaker. But, it's something
that I wanted to bring up to see if anyone thinks it can be of some use.
