follow irc discussion the following was suggest UserData and Data dirs that will be
copied under Binary/platform on compile.
UserData will contain:
Cards/{JAP,USA,EUR} Logs GameIni SaveStates Conf/{Sysconf,Ini,Sram} Maps
Pics/{Screenshots,Textures} Cache/
Data will contain:
IPL.bin WII\setting-.txt and masterkey.bin

Binary/User/SaveStates
Binary/User/Screenshots

Binary/User/GC/Save

there are a lot of inis so I think we should have some Ini or Conf directory for it.
Shouldn't Masterkey.bin be under Sys? what with Logs Maps and Cache?

Just think the masterkey.bin is the User's wii access card.
