What steps will reproduce the problem?

1. Start dolphine-emu
2. No options/steps/help provided for connecting a Balance Board
3. Additional BB issues include

What is the expected output? What do you see instead?

Expected: The ability to choose a Balance Board connection, or have it
automatically recognised. Help on how to connect a Balance Board.

Instead: None of these exist.

Dolphin version with the problem? 2.0

32-bit or 64-bit and any other build parameters? OS version and versions of
tools/libraries used? All.
