What steps will reproduce the problem?

  1. Start a race in F-Zero GX
  2. Look at the course title

What is the expected output? What do you see instead?

Just below Aeropolis you should be able to read "Screw Drive", but as you see, it's half transparent.

Dolphin version with the problem? Other Dolphin version without the
problem?
The problem starts with r5710, DX11 has this bug too and code from DX11 affecting blend was ported to DX9.

32-bit or 64-bit and any other build parameters?
