Cannot get wiimote to stay connected as 1st player - Pushing to 2nd player at startup

What steps will reproduce the problem?
1.Start game and press 1 and 2 on one real wiimote
2.Wiimote is detected as Wiimote 1 for a second and then the light on the wiimote moves from 1 to 2. Most games do not allow the second player to navigate menus. This happens in all games.

If I have 2 wiimotes flashing at the start of the game, they both connect as 1 and 2. Then a second later the 1 moves to 2 and now I have 2 wiimotes connected as player 2.

What is the expected output? What do you see instead?
I expect the first detected wiimote to stay connected as wiimote 1.

Dolphin version with the problem? Other Dolphin version without the
problem?
32-bit or 64-bit and any other build parameters?
Release 64-bit

OS version and versions of tools/libraries used?
Ubuntu x86_64

Try disabling GameCubes controllers in the emulator options.

Sorry, I thought I put the revision.

I went into Options, Configure, Gamecube tab and set port 1 and port 2 to nothing. The wiimote problem is still present. I even tried setting the 2nd wiimote to None.

Try deleting all paired wiimotes from the bluetooth stack, then try pairing again from the dolphin wiimote configuration.

I am not sure how to delete my paired wiimotes.

I installed r6286 from scratch and the wiimotes work correctly. As soon as I copy my user folder in the same problem occurs. Are there some files in my user folder that I should not keep from version to version?

Figure out which exact config file is making your wiimotes malfunction.
Then figure out which setting does it. :p

The problem starts happening when I add the GameConfig folder to User.
