What steps will reproduce the problem?

What is the expected output? What do you see instead?
The music and sound effects are really sloooo-ooow, sounds like its running about 50% of the normal speed. This makes it untolerable to listen to, which is shame, since otherwise the game is totally playable and has no visible bugs.. and the game is pretty fun as well.
Dolphin version with the problem? Other Dolphin version without the
problem?
Latest (svn 63xx) 64-bit builds, and I'm sure its not only 64-bit problem.
OS version and versions of tools/libraries used?
Windows 7, Core I7, 4 GB DDR3, Radeon 4890.

This same ~50% speed issue is related to many games, just wanted to mention this in particular, since it doesn't seem to have any other issues, just that it runs in half speed. The game seems to render really solid frames.. could it somehow be sound related? The sounds are the first thing you notice about it, because of the sloooo-ooownessss. I tested different fps limits and also the audio throttle. Using the audio throttle instead of fps limits gave the (slightly) best result.. which makes me wonder again if it could be sound related problem.
This feels a bit like punch-out in the type of slowness, but this has more stable slowness. Maybe some quite simple solution would stop it from capping the speed incorrectly? Other WiiWare games that might suffer from same kind of error, but that are even more buggy, with totally broken up sounds are: TV Show King 1 and Wild West Guns.
Rest of you guys have noticed the same?

Did this issue start happening in r6297? Does toggling the Progressive scan (and after restarting) fix the speed? How about turning on XFB? Did r6304 make a difference? Does it ever hit higher than 50% (e.g. 55%, 60%)? What does the FPS/VPS/Speed say?

Just tested the game some more. The issue was present as early as on 4775 (tested that one because there the NBA JAM was working with full speed). So the issue has been there for quite a while, it didn't start happening after 6297. Releases after 6304 don't fix it either.
Playing with progressive scan didn't change anything. XFB didn't help, it only made the screen flicker, having the same slow speed on sounds.
The exact speed is hard to extimate, since the on screen fps show steady 60. The noticable thing is the really slow sounds / music / speech.
The best option is to set fps limit off, and audio throttle on, it gives 60 frames and about 50-60% speed estimated from how the game sounds like. If i enable fps limit on auto / 60, and disable audio throttle, the fps are 60 but sounds are even slower, about 30-40% of speed. If I disable all the limits, fps limit off and audio throttle off, the fps are about 200 and the sound speed around 50%. Its not that my PC couldn't graphically render more than half speed, it feels like it could be sound related.

And yeah, I haven't noticed that it would ever go faster at any point. Its really steady all togehter, both fps and how slow the game sounds are.

Little more update on this issue:
Using the new Xaudio2 audio backend and having the audio throttle capping the speed instead of framelimit, the game works a little bit better than before. So Xaudio2 improves the game a little bit. I would estimate sounds like the game runs around 70-80% of full speed with these settings. Using framelimit (auto / 60..120.. anything) still totally destroys the game speed.
Maybe this could be the case with the other games suffering from the sound (related?) slowness.

After some thought, Issue 2025 is probably more closely related to Issue 3447 than this issue. Same goes for Issue 2024, which is probably more closely related to 2025 than I thought when I posted the issues.

Now that the DSP LLE plugin has become faster, the cause of the slowdown is more apparent. Notice that the game only slows down when the disco ball graphic effect is on screen (the spinning stars on the floor around the game wheel).
This means that the slowdown problem is due to how the game is rendering that graphic effect.

It's a very hard game to run; but it's working fine as of now. It requires a very fast computer to get full speed at all times.
I am guessing it was fixed by the New_AX_HLE V2 merger.
