Problems using OpenGL and DX9

Description
What's the problem?
When DX9 Plugin is selected, Dolphin crashes when loading any game.
When OpenGL Plugin is selected, a 1/2 second black screen appears before loading the game. The same appears after ending the game.
Dolphin version with the problem (as it appears in the title bar, Ex.: "R
4779" or "R 6403M"): R 6790
(optional) Dolphin version that does not have the problem: all versions before 6748.
Operating system and version: Windows Vista SP2
32-bit or 64-bit: 32 Bits
Game ID (as it appears in game properties, Ex.: "GZ2P01" or "RSBE01"): All games
Build command-line (not on Windows):
Was the ISO a plain dump from disc, compressed and/or scrubbed? /
Please provide any additional information below.
This problem didn't appear in previous versions.

I can't reproduce the DX9 problem (only when restarting a game, not when starting for the first time), and the OpenGL one doesnt look like a real problem to me.
Are you sure its r6748? That change cannot possibly affect any GFX plugins, nor are there any notable commits around it that might cause this.

This is not an issue, there is not such a problem with the pluggins... he probably is having the J languaje problem (you need to open the emulator,go to config, chose "OK" in config and when it closes it will prompt a warning "Cannot Convert Rhe Charset Windows Japanese (CP932)!" you need to accept this and THEN open a game (otherwise it will lead to a black screen)
