Description
What steps will reproduce the problem?
I've only tested Metroid Prime 2 (NTSC), but here's how it is..
Launch the game, load a save state (This works 95% of the time. Of those times, approximately 30% of the time the audio still works)
Load the state a second time (Works about 25% of the time, here If the sound effects worked the first time, you have a chance of the music working here, but sound effects are now gone pretty much 99% of the time)
Success rate of loading a state Diminishes exponentially from there...
What is the expected output? What do you see instead?
Would be nice to just keep being able to load the state... but instead I get Frozen screen, possible audio that will eventually loop. input acceptance and sound response, but very slow audio to match... (as if the game were getting low fps, i.e. firing beam and hearing the shot hit the wall 3 seconds later, which should be nearly instant)
Dolphin version with the problem? Other Dolphin version without the
problem?

32-bit or 64-bit and any other build parameters?
x64 Release, build my own, no special build. also tested with mamario's, same effect.
OS version and versions of tools/libraries used?

A strange oddity while testing this, if you load the state immediately after launching the game (before the CPU detection happens, and it works) the game then runs about 150% speed, but yet fps remains at 60 the way it should be. Not sure what that's all about...
The obvious fix for this weird one is to not allow the load state before it's properly initialized. Just figured I'd mention it though.
