What's the problem?
Cheat manager only opens about 25% of the time

When the cheat manager window does appear, it cannot be resized

The Cheat Manager window doesn't "only open about 25% of the time" as you're saying.
Rather, that window is only created once; if you close it, then any time you go to Tools->Cheats Manager again, the window no longer appears although the main window still loses focus.
Afaik, the only way to get this window to appear is to exit and re-open Dolphin.
From my testing, it appears that r7581 is responsible for this issue, at least on Windows 7 x86.
