Problem with cheats in Super Smash Brothers Melee

Description
What steps will reproduce the problem?
- Enable cheats
- Open Dolphin
- Run Super Smash Bro Melle
What is the expected output? What do you see instead?
I enabled cheat $All Event matches open and complete, but before I open
self this events. After starting game I have this warning message:
Action Replay: Bad Count: 2 (All Event matches open and complete)
What version of the product are you using? On what operating system?
DolphinWX r1997 Dual Core Mode, Windows XP SP3, AMD Athlon(tm) 64 X2 Dual
Core Processor 4600+, 2Gb RAM, GeForce 6150SE nForce 430

And do you create cheat-base as in Project64?

I have this issue occassionally with many Action Replay codes. It is not
consistently reproducible, and in somes cases, doesn't even prevent the code from
working. When I see it, I just restart the emulator.
I'm guessing it's an issue with the Action Replay logic, and not the game .ini file.

Might also be related to Dual Core use; I use Dual Core off and on; I use it when it
seems to work, and don't when it doesn't. It is certainly possible that this issue
is a DC corruption problem (related to issue 344).
