  1. Game Name and ID (as it appears in right click > properties: "GZ2P01",
    "RSBE01", etc):
    ARC RISE FANTASIA RPJE7U

2) What is the expected output? What do you see instead?

There is a short dip in the framerate which results in the audio briefly skipping before every excel art and magic attack is activated.

3) Did the game ever work correctly (i.e. not have this problem) on an
earlier version of dolphin? Please specify the exact revision when the
problem began.

I tested on version 3.0 and the problem does not seem to be present.

4) What steps will reproduce the problem?

I could not get rid of the problem regardless of performance settings. Audio Throttle and Auto framerate made no difference. XAudio2 and DSound made no difference.

It is present in DX9 and 11. OpenGL crashes when it attempts to load a save.

5) What version of dolphin are you using (32bit/64bit along with the
version as it appears in the title bar, etc)? Do not say 'latest version'
this changes multiple times a day.
On what operating system, drivers, and hardware? Be sure to list OS,
graphics driver information, and video card model if you are having
graphics problems, for example.

Do you use HLE or LLE audio? In LLE sound problems that go alongside with short framerate drops are unfortunately normal at the current state of implementation. HLE should not have these problems but has other big issues. -> try to use HLE

I tried both. It is the same for LLE and HLE.

I also tried with version 549 and it is still present.

Please try openGL on a later version 500+.

Okay. Back in Dolphin 3.0 when the magic and excel arts activate the fps drops from 30 to 28 with no stuttering. In later builds the fps drop is greater 22-26 and the stuttering is present.

3.0 199 is the first build that has the stuttering present. 198 and below are ok.
