Bowser and King Boo cannot be defeated!
I saw in a walkthrough that Bowser could be defeated using the spikes he throws to you by throwing them back. The device Luigi has doesn't pickup the spike!

Have you tried various builds to see if it worked at some point, and where the problem started? Which build did you use?

you need to give us way more info, follow the guide. version info etc...
