Purpose of code changes on this branch:
Adding a button to toggle the display of the On-Screen Display Messages.

When reviewing my code changes, please focus on:
I felt it made the emulation window look a little cleaner without the little On-Screen Display messages :P. The default mode for it is set to ON, and can be found in the interface tab under config to toggle the status of it. I didn't see any option to toggle it, so I figured I would make one for maybe somebody else like me wanting to turn them off.

Well, there's an option to turn Panic Handlers off... I could just as easily say the option to toggle them off is as undesired as you see turning the On-Screen Display Messages off is.

Perhaps some people want the emulation window clean to make it feel more GameCube or Wii like rather than having huge messages fill the top of the screen (in lower resolutions)... they don't come up very often, but neither do the panic alerts.

So in my opinion, this option is as desirable as the user may seem fit.

The main reason I think adding it would be nice is for, say, somebody wishing to stream gameplay using Dolphin and would rather not have the messages showing... or recording gameplay for YouTube.

Oh, I agree. I don't have a problem with it myself. I just know some of the other developers have consistently responded to requests for this with hostility. I'll leave it to one of them to decide what to do with this.

... I asked for this to be reuploaded exactly for the reason xtrafear mentioned ;)

Lots of streamers complained about this so it really does make sense to be applied to master.
