What went wrong? In dolphin 3.5, the wiimote tab shows you how many real wiimotes are connected and gives you the option to pair one up. This is missing from the current development versions. I'm not sure which revision removed them.
What did you expect to happen? To be able to pair up wiimotes.
What steps will reproduce the problem? Click on the wiimote tab. Look for the button.
What version of Dolphin were you using (please test the latest version
from http://dolphin-emu.org/download first, 3.5 or 3.5-367 are not valid
tests!)? revision c86480d08288
64 or 32 bit Dolphin? 64
What version of Dolphin used to work? 3.5
What Operating System were you using and what are your hardware
specifications? Win 8 Pro, Intel i7 3770k, Nvidia GeForce GTX 660
64 or 32 bit Operating system? 64

That's because whenever the Wiimote Window is open, it's now able to pair them up. In fact, if you checkmark "Real Wiimote Scanning", you can have it connect at any point while the game is running, just like a real Wii.

Gotcha. That makes sense. The wiki on how to pair is outdated then.

What about it is inaccurate? It seems to fit the most recent revisions. https://wiki.dolphin-emu.org/index.php?title=Configuring_Controllers#Wii_Remote

I'm just a complete idiot. First result was dolphin-emulator.com. Didn't even look twice.

Real Wiimotes still pair up, just use the "refresh" button. Or turn on real wiimote scanning and press 1+2 in the wiimote menu or in game. As for "number of connected wiimotes", I'm pretty sure the wiimote LEDs are sufficient for that.
