1. Get dolphin version 4.0-1093
2. Run any game
3. Press TAB and look at the FPS

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

This behaviour was originally introduced in 4.0-850 (degasus new throttling method). Even though it was dealt with and fixed, it was not fixed for my configuration. Older versions work flawless, the driver supports turning off vsync.
