[Windows] Dolphin configuration reading problems for Windows account's username with accents

I've had this problem with
The Legend of Zelda Twilight Princess
Metroid: Other M

R3OE01

What's the problem? Describe what went wrong in few words.
On Zelda, cannot save, it says it cannot acces Wii System Memory.
On Other M, Cannot Start, after the wiimote warning, it says something went wrong with Wii System Memory.

What did you expect to happen instead?
On Zelda, To save.
On Other M, to play.

What steps will reproduce the problem?
1.Have a Windows Account with accents on it's name.
2.On zelda, try to save normally.
3.On Other M, try to start the game.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
Dolphin 4.0

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Did not use other version.

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Windows 8.1 64BIT Build 9600
Toshiba Satellite 9755-S5196
NVIDIA GeForce GT 5400
6.1 RAM

Are you using the 32 or the 64 bit version of Dolphin?
