What steps will reproduce the problem?

  1. Dolphin 2745, 2720, 2630, 2536, 2390, 2276 (versions I tested)
  2. OpenGL plugin
  3. Resident Evil 0 PAL/European or Resident Evil 0 NTSC/American

What is the expected output? What do you see instead?

Note the difference between lights intensity as well as missing "coronas"
around lights in Dolphin-rendered scenes. This happens in many (but not
all) areas throughout the game.
