Implement a redirector service for future Google Code redirections

Description
If we finally click the button to enable redirects from Google Code, users accessing e.g. https://code.google.com/p/dolphin-emu/issues/detail?id=1 will be redirected to https://whatever.we.want/p/dolphin-emu/issues/detail?id=1. We need a redirector service that serves 301s to the right destination for these paths. Bonus points if it also redirects revision paths to github, and wiki paths to github wiki. In case of an unhandled URL, it should redirect to dolphin-emu.org.

The wiki has been using dolp.in for all of it's links for some time, including issues. Update that and every wiki link will update instantly!
