What's the problem? Describe what went wrong.
When the emulator checks for rom files, UI elements from the top bar disappear.
What steps will reproduce the problem?
Start Dolphin. Also pressing refresh.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
4.0-8371. Occurs as early as 4.0-8350, but not 4.0-8348.
What are your PC specifications? (CPU, GPU, Operating System, more)
Windows 10
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

Thanks for reporting the issue. That's my fault and I'm already trying to fix the issue in PR https://github.com/dolphin-emu/dolphin/pull/3340.
