What's the problem? Describe what went wrong.

-noticed this when trying to VC correct aspect ratio in via the .ini
i) 'edit config' button in properties loads a blank .ini
ii) file temporarily appears in Explorer then disappears when closing the Properties box in Dolphin
iii) nothing is saved

-of note first i deleted my old GameSetting .inis, now they are not recreated by Dolphin at all

What steps will reproduce the problem?

-open GameSettings window in Explorer, delete/move existing custom .inis
-open Dolphin, pick a game, open game config
-watch file get created then deleted

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
