"Toggle Frame Limit" hotkey does not toggle.

Description

Dolphin version 4.0-8916
Windows 8.1 x64

The hotkey requires to be held to activate, behavior is the same on an Xbox 360 controller and a keyboard.

Things I tried to fix it with:
Reset keybindings to default
Reverted to Dolphin versions 4.0-6406, 4.0-5016
Deleted the Dolphin documents folder, reverting all settings.
