What's the problem? Describe what went wrong.
When shooting lanterns, lights etc. or when you progress through the game and the scenery/decor changes, some stuttering will be present.
What steps will reproduce the problem?
First level: when in the carriage and shooting the light hanging from the ceiling. (while vshaders are not yet present calculated and saved in cache folder I believe)
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
Almost all versions dating from a year ago until the latest one today 4.0-9050
What are your PC specifications? (CPU, GPU, Operating System, more)
CPU: 4670k
GPU: internal gpu
OS: windows 10

configuration files)
I ran the game while displaying debug info and noticed that the issue is probably related to vshaders: during slowdown the counter doesn't change but when the slowdown has stopped the number jumps up.
Also when exiting the game (but keeping dolphin on) and restarting doesn't delete the vshaders I believe. So the second time I play the game the stuttering doesn't happen as long as the vshaders are already created.
Tried opengl, dx11 and dx12 but it never resolved the problem.

Shader generation stuttering is unavoidable with the current way Dolphin handles emulation of TEV.
