What's the problem? Describe what went wrong.

Excessive tearing occurs each time a game is launched in fullscreen mode, even if V-sync is activated. The issue only occurs when using fullscreen mode and Direct3D 12 as a backend.

What steps will reproduce the problem?

Launch any game in fullscreen mode using Direct3D 12.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

4.0-9386, 5.0, 5.0-1043 (Any version implementing Direct3D 12 did not work)

What are your PC specifications? (CPU, GPU, Operating System, more)
