I haven't done a deep dive on the PRs, but judging from the comments it looks like this was resolved by a combination of https://github.com/dolphin-emu/dolphin/pull/4447 and https://github.com/dolphin-emu/dolphin/pull/4472. Can someone more familiar with them confirm/deny?

No. Nothing was pushed to PR 4447 after sepalani's LBTM comment was made, and PR 4472 has nothing to do with GetStringVA.
