Users can tick/enable patches, cheats, etc. from the game properties page while a game is running, but they don't take effect until a restart.

Description

This is confusing if you don't know how Dolphin behaves.

Maybe we can disable ticking cheats/patches/etc. while Dolphin is running since they have no effect from that menu?
