Dolphin-Qt lacks a seconds modifier for custom RTC option

Description

What's the problem? Describe what went wrong.

The Qt variation of dolphin's custom RTC option does not include a variable seconds modifier (The Wx version has this option, however). As basically all games that utilize the RTC do so at a rate far more frequent than minutes, this is an issue for TAS runs in particular if needed to start any given game at a specific second.

What steps will reproduce the problem?

Open Dolphin-Qt, open config menu, swap to rightmost tab. At the bottom is the RTC option, where date/time is listed, but no option for seconds exists.

Repeat the process for Dolphin-Wx, and note the difference/discrepancy there with the inclusion of a seconds modifier.

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

It is present in the latest dev version (dev-7811), and as far as I know all versions of Qt2 dolphin since RTC implementation in it (I assume this is just an oversight due to different devs implementing this feature for Qt and Wx versions)

Is the issue present in the latest stable version?

Custom RTC was not present in the stable 5.0 dolphin (which was still Wx as well), so it is both not present + not applicable in this case.
