[Feature request] Wii and GameCube system languages should default to the Dolphin's language.

Description

A friend of mine who is not very tech savvy got confused at his games booting in English when Dolphin was "set to Spanish" and this gave me the idea that Dolphin should default the Wii and GC system language to whatever language Dolphin is set to. For him, the idea of having 3 separate language options was confusing.

Of course, the user can change Dolphin's language anytime, and you can't just override the system languages every time the user does that without a way to avoid it. I can see 2 different approaches to this.

One is to have a checkbox next to the system language options that reads "Match Dolphin's language". When it's checked, the option to change the system language is greyed out. I think this would be the best approach.

The other approach would be to only set the GC and Wii system languages during the first boot of Dolphin. For example, if my computer in set to Spanish, then during the first boot Dolphin would set itself and the system languages to Spanish, but if I change Dolphin's language after that, the system languages will remain in Spanish until I change them manually.

Of course, with the first approach I suggested, the checkbox would be enabled by default. That way users will have games booting in their OS language in the very first boot of Dolphin without having to change settings.

Aaaand, of course, if Dolphin is set to a language that is not supported in the Wii system menu or the GameCube BIOS, then it just fallbacks to English. Which is how the consoles handle it anyway when you set a language that the game doesn't support.

Some games won't boot went set the language in Dolphin even if it'd be a normally valid language.

I'd like to do this at first boot.

JMC: That is true, but implementing this suggestion wouldn't make that problem either better or worse, it would be more of a step sideways. For instance, all Japanese games would start working by default for Japanese users, but NTSC-U imports would stop working for people who are using a language like German. Issue 11299 is the proper solution for that.
