What's the problem? Describe what went wrong.

[Dolphin is continuously compiling shaders over and over untill a force close]

What steps will reproduce the problem?

[No steps necessary afaik aside from starting a game]

What are your PC specifications? (CPU, GPU, Operating System, more)

Are you sure there isn't just a lot of shaders? It doesn't make any sense that it would pre-compile the shaders over and over again.

I waited on Vulkan backend and dx12 backend for 5min and the chache folder grew to about 400MB after the shaders were done compiling it starts up again and again and again

I have the same problem on the Android app. The game doesn't start and the emulator is compiling shaders on and on and can't finish. E.g.it says 1014/1018 shaders and after a minute it went back to 980 shaders and than it starts to move between 900 and 1014 shaders.
