What's the problem? Describe what went wrong.

The game uses the Tilt motion simulation for the Alt. Fire ability on weapons, required to progress the game. When using emulated Wiimote and assigning a button to a Tilt movement (e.g. Left), the Wii pointer becomes locked to the Y axis only movement at 0 of X axis, aka, it can be moved up or down in the center of the screen, with no way to move the pointer to the sides.

What steps will reproduce the problem?

Bind a key to simulate the Tilt movement in the controller configuration. Press the bound key when either in the main menu of the game or in the gameplay and observe that the pointer cannot be moved on the X axis.

Yes, it is present in 5.0-11861

No it wasn't present in the 5.0 release.
