What's the problem? Describe what went wrong.

When playing the game (noticeable as early as the vendor splash screens when starting the game) it seems to jitter up and down every other frame. Very noticeable when advancing frames manually.

What steps will reproduce the problem?

Playing the game. I tested with OpenGL, Direct3D 11, Direct3D 12, Vulkan and Software Renderer (very, very slowly). Tested Vsync on and off, tested with Dual-core on and off, tested with JIt/Cached/interpreter, test with/without MMU, tested in each different aspect ratio option, tested with Native and with increased resolution. Same issue occurs in all above situations.

What are your PC specifications? (CPU, GPU, Operating System, more)

4770k, GTX 780ti, Windows 10 Pro version 1909 (OS Build 18363.836), Nvidia driver version

Also occurred on a friend's computer, used to make sure it wasn't just me. No idea on specs, beyond Windows 10. Sorry :(

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Nothing else that I can think of would apply.

It's probably interlaced video and Dolphin has no de-interlacing.
