What's the problem? Describe what went wrong.

See attached image. This should display the default backend OGL. OGL loads properly if the user plays a game.

What steps will reproduce the problem?

1. Run Dolphin for the first time. I used a portable instance for convenience.
2. Look at the graphics settings.
