If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)
This game had a black screen on startup on 5.0 stable.
The game started to work sometime after 5.0.
After 5.0-11476 the game went back to taking a long time to load.

I believe it was "Split /dev/di commands from DVDInterface" -> ef2fc5a49bf390411bd08d4a7eb6cb3923f6187f
If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. For more information on how to use the fifoplayer, please check here: https://wiki.dolphin-emu.org/index.php?title=FifoPlayer

Surprisingly, pressing "Stop" on GUI or pressing the close window command (and selecting "Yes" if "Confirm on Stop" is enabled) will make the game start.

- Status changed from New to Accepted
Just to note this I reproduced the issue. No idea why this happens though. Some kind of timeout?
