When loading a savestate from a movie outside of a movie, incorrect video backend can show up in Graphics Settings

Description

I recorded a movie in D3D11, and have the Savestates throughout it as checkpoints. I loaded one of my movie savestates when testing in OpenGL, and when I checked graphics settings, it said I was in D3D11, even though I was clearly in OpenGL.
