Issue with AMD processors and CPU Detection for SSE2

Description

What steps will reproduce the problem?

  1. Compile the latest Dolphin Revisions 180 and 181.
  2. Attempt to launch the Dolphinwx.exe
  3. Dolphin closes/crashes with the error specified below.

What is the expected output? What do you see instead?

Expected the exe to launch flawlessly, instead I get an error stating that
your CPU doesn't support SSE2 even though it does.

What version of the product are you using? On what operating system?

Windows XP x64, tried both the x86 and x64 builds of Dolphin which yield
the same problems.

Please provide any additional information below.

This seems to be a bug wit AMD processors and the CPU detection fix that
was just introduced, it occurs on AMD64 processors, not sure about other
AMD processors. The Intel guys aren't having a problem at all.

186 contain a temporary patch.

Unfortunately I don't have an AMD cpu so I can't test fixes directly.

But I'll read the AMD manual about cpuid a bit more carefully :)

I just wanted to add that it seems to specifically be an issue with the AMD64
processors, Phenom users aren't experiencing this like the Intel folks.
