What's the problem? Describe what went wrong.
I have both
PHANTASY STAR ONLINE EPISODE I&II (Disc 1, Revision 1)
And
PHANTASY STAR ONLINE EPISODE I&II (Disc 1, Revision 2)
The Revision 1 is the Non Plus Version of the game.
The Revision 2 is the Plus Version of the game.
But in the Dolphin GUI (Windows)
I see
Phantasy Star Online Episode I & II
Phantasy Star Online Episode I & II
Under Game Info I can confirm almost everything is the same, except:
Banner Details Name:
PSO EPISODE I&II
PSO EPISODE I&II Plus
And Description:
(C) SONICTEAM / SEGA, 2000,2002
Welcome To PSO !
(C) SONICTEAM / SEGA, 2000,2003
Welcome To PSO !
The Game ID for the USA Version of the game is the same.
Would it be possible to have Dolphin to indicated which version of PSO you have in the GUI?
The Plus Version should say
Phatasy Star Online Episode I & II Plus
Instead of
Phantasy Star Online Episode I and II
What steps will reproduce the problem?
Have both Phantasy Star Online Episode I&II and Phantasy Star Online Episode I&II Plus Disc Images and have both in the game list for Dolphin.
Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Yes. Tested against 5.0-16380
What are your PC specifications? (CPU, GPU, Operating System, more)
Using Windows Build. OS should not be a factor as it's a GUI issue, and a minor one at that.
Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)
The attached Image shows what the GUI currently shows.
This is NOT a major issue.

So I think the issue is that we can only grab from the titles.txt from the GameID but not revision? I don't think I've ever seen an issue like this before. Not sure how to fix it either...

Some things I can suggest:
The Game Details Name Property does tell us if it's revision 1 or 2.
The Banner Details for Name, does tell us it's Plus.
The description does have 2003 for Plus.
If I were trying to fix this, I would use a "hack" to do an extra step after identifying this game via GameID.
If GameID = GPOE8P Then
Check Game Details Name for Revision 2
or
Check Banner Details Name for Plus.
Choose one of those two checks.
If the check comes up true, then mark the game as
Phatasy Star Online Episode I & II Plus
Not sure how "Hacks" are treated in Dolphin's code base.

I checked in the GameCube IPL (Bios) and PSO Episode I & II and PSO Episode I & II Plus have the exact same Banner Image.
I also extracted the Banner Image using Dolphin and verified that it's a 1:1 Image. But I don't know if the Banner Image is extracted from the ISO/GCM or from an online source.
