What's the problem? Describe what went wrong.

This isn't necessarily a bug with Dolphin per se, but I think it's worth reporting. I typically run Dolphin through Steam (by adding dolphin.exe as a non-Steam game) so that I can use my controller. However, trying to launch Dolphin through Steam on version 5.0-17269, it didn't launch. (For the record, every other Steam game and non-Steam game/program I launched through Steam worked.)
However, changing nothing but the version of dolphin.exe, dolphintool.exe, dsptool.exe, and updater.exe to those from the 5.0-16793 version, got this issue to disappear, and I could now launch dolphin through steam.

What steps will reproduce the problem?

On windows 10 x64, add Dolphin.exe version 5.0-17269 to Steam as a non-Steam game and attempt to open. This was also using a 3rd party controller with Steam.
