What's the problem? Describe what went wrong.

Ticking the 'v-sync' box in the graphics configuration menu does nothing if Direct3D 11 or Direct3D 12 is selected as the backend, tearing still occurs. V-sync works as normal using OpenGL and Vulkan. V-sync can be forced on Direct3D via Nvidia control panel, but this prevents the game from running at greater than 100% speed. The Direct3D 12 backend will also cause the emulator to crash sometimes when a game is launched, especially if the graphics configuration was opened or after halting the execution of a different game.

What steps will reproduce the problem?

Select Direct3D as the graphics backend and play any game

Is the issue present in the latest development version? For future reference, please also write down the version number of the latest development version.

Yes

Is the issue present in the latest stable version?

Version 5.0-17489

If the issue isn't present in the latest stable version, which is the first broken version? (You can find the first broken version by bisecting. Windows users can use the tool https://forums.dolphin-emu.org/Thread-green-notice-development-thread-unofficial-dolphin-bisection-tool-for-finding-broken-builds and anyone who is building Dolphin on their own can use git bisect.)

The problem has been present since at least version 5.0-15246, released a year ago. I have yet to find a recent build that didn't have this problem.

If your issue is a graphical issue, please attach screenshots and record a three frame fifolog of the issue if possible. Screenshots showing what it is supposed to look like from either console or older builds of Dolphin will help too. For more information on how to use the fifoplayer, please check here: https://wiki.dolphin-emu.org/index.php?title=FifoPlayer

[Attach any fifologs if possible, write a description of fifologs and screenshots here to assist people unfamiliar with the game.]

What are your PC specifications? (CPU, GPU, Operating System, more)

Ryzen 5600X, 64 GB 3200 MHz RAM, GTX 1650, Windows 11

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

I am using an Nvidia graphics card, it could possibly be the driver but if it was then I'd be astonished that no one else noticed this issue before now.
