#9825 strikes back (sorta).
When playing an NTSC game for a few minutes, the "Use PAL60 Mode (EuRGB60)" setting becomes disabled.

What steps will reproduce the problem?

• Have the "Use PAL60 Mode (EuRGB60)" setting enabled.
• Launch NTSC game.
• Keep it open for a few minutes.
• Close the game.
• Close Dolphin.
  • Before closing Dolphin, the setting is still enabled.
  • If you open a PAL game before closing Dolphin, then the issue doesn't happen. (On the other hand, opening an NTSC game makes no difference, even if you close it immediately.)
• Open Dolphin.
  • The setting is now disabled.

If the issue isn't present in the latest release, which is the first broken version? (You can find the first broken version by bisecting. I'm running Linux, but I saw someone on Discord running into this issue on Windows too.
