What's the problem? Describe what went wrong.

Resident Evil fails to boot and the issue has persisted since roughly a year ago when I first tried to boot it. The game will build its shader cache before booting but then throws errors and hangs/fails to start. The error messages suggest that it might be a GPU and CPU sync issue, but the suggested steps (disabling Dual Core) or the general fixes on the Wiki do not solve the issue.

What steps will reproduce the problem?

Simply booting the game with seemingly any combination of settings (every suggested fix as well as different rendering backends and other random settings).

What are your PC specifications? (CPU, GPU, Operating System, more)

Ryzen 9 3900X, GTX 970, Windows 10 Pro 22H2 x64, 64GB 3600MHz DDR4, Dolphin running off an NVMe SSD, game ISO on 7200rpm hard drive. Can provide any more specifics if needed.

Is there anything else that can help developers narrow down the issue? (e.g. logs, screenshots,
configuration files, savefiles, savestates)

Error log attached. Also includes booting of Star Fox: Assault (PAL) that gives an invalid write error but starts normally afterwards.
