What steps will reproduce the problem?

  1. Start New Super Mario Bros. with the D3D plugin
  2. Observe scrolling backgrounds
    3.

What is the expected output? What do you see instead?
The game is jittery and slows down about once every second. There is a
clear pattern to it.

What version of the product are you using? On what operating system?
SVN R4858 WinXP Pro MCE x86

Please provide any additional information below.
This could be caused by the removal of optimize quantizers, but I can't
accurately test that as older Skydrive links don't work and older build
links are 20+ revs apart.

I was just playing the game with 4858 with DX9 and it was perfect for me. Every once
in a while Dolphin will play my games slowly on the first start but then on the 2nd
attempt everything is nice and smooth. Something strange is going on there.
