What's the problem?
Fog in GoldenEye Wii is messed up.
With the fog on, this is how it looks:

It is very blurry, and the bottom half of the screen is stretched. When the fog is turned off, it is clear that the fog is the cause of the blurriness:

Using r6478.
(optional) Dolphin version that does not have the problem:
MAYBE (I'm not sure) r6463 broke it. I remember it worked very recently. Here's a screenshot from when it worked fine:

It needs efb to ram to work properly, and you don't need to disable fog then.

Maybe, but the point is that EFB to texture worked perfectly well before.

Ok but... what is the problem really? Fog or EFB to Texture?
Stretched textures, blur effect (I dont' have any idea if this game have really this) happen again with cfg below???
DX9 "EFB To RAM", "EFB Scaled Copy" to OFF, "Safe Texture Cache" to ON (medium) and disable FOG unchecked (FOG activated).

I'm assuming it's fog, because if you disable fog, all the problems go away (as I noted in the original report):

I'll do some more extensive testing in more scenarios when I can.

r6470 is actually what broke the gfx in Goldeneye - that is 100% your culprit. All those Fifo changes screwed up several graphic things in this game (more noticable in some levels more than others).
Hopefully, knowing exactly what caused all this will assist in a fix! Let me know if you need anything else!

Still broken as of r6632 also, though the bugs looks different, they are still very present.

GFX are the same on r6669.
It should be noted that with the new "Emulate format changes" option active - the gfx are even worse. Look at the attached screenshot.

Still an issue on r7090.
Can someone first change the title to reflect that this is a regression and broke in r6470 and also cc Skid so maybe that commit can be cleaned up/or figure out why fog is now unusable with this game after those changes.

Aside from the bloom offset bug (issue 2068), Dolphin r7095 looks just like the video in the youtube. I don't think r6470 has caused a bug here, I think it has uncovered an existing bug.
