Reimplement Stereo 3D to OpenGL backend.

Description
What's the problem?
Anaglyph Stereo options are no longer available using D3D9 or OpenGL plugin.
Dolphin version with the problem (as it appears in the title bar, Ex.: "R
4779" or "R 6403M"):

Please provide any additional information below.
Mamario's site still advertises Dolphin in 3D with Anaglyph Stereo so hopefully this was disabled by mistake :-\

ya I would like to have this awesome feature back too and r6421 was the last REV to have anaglyph still enabled.

Err, I should have clarified some stuff, since this is an old issue.
Okay, so, It's being worked on again, but D3D9 is dropped. Also stuff isn't plugins.

merged for some days, but still hidden in the gui because of missing msaa and xfb support.
Through fixed imo.
