DX11 won't dump frames

Description

  1. Game Name and ID
    All games have this issue

2) What is the expected output? What do you see instead?
I expect to see dolphin ask me which codec to use when I start frame dumping. Instead, I see it just continuing on without asking me anything. It's basically ignoring the fact that frame dumping is even turned on.

3) Did the game ever work correctly (i.e. not have this problem) on an
earlier version of dolphin? Please specify the exact revision when the
problem began.
As far as I know, this has always been a problem.

4) What steps will reproduce the problem?

  1. Use the Direct3D 11 video backend
  2. Enable frame dumping
  3. Start a game
  1. What version of dolphin are you using?
    On what operating system, drivers, and hardware? Be sure to list OS,
    graphics driver information, and video card model if you are having
    graphics problems, for example.

I am using Dolphin 3.0 64-bit

My computer specs:
Windows 7 Home Premium 64-bit
AMD Phenom II X4 810 2.6Ghz
Nvidia GTS 450 (driver version 280.26, which is the most recent version)

6) Please provide any additional information below.
Direct3D 9 and OpenGL don't have any problems with frame dumping. With those modes, it works exactly how it should. It seems like with Direct3D 11, it just completely ignores the fact that frame dumping is even turned on. Turning fullscreen on/off doesn't cause any difference.
