RSFE7U Muramasa: The Demon Blade
I broke this out from issue 5320 for sanity reasons.
The game has a big drop in performance when the load/save screen is displayed. The game zooms in and the animations freeze while saving so if anything the FPS should most likely be increasing.
I checked previous versions of Dolphin and found that DX9 and DX11 used to have the FPS increase during saving/loading while OpenGL has always had a drastic drop in FPS during saving/loading.
I chased down the version where the FPS first changed from increasing to decreasing as r7625.
I kept all settings the same and disabled the frame-limiter, audio throttle, and vsync to get these FPS values.

The save menu here runs around around half speed compared to in-game.
Still 80% speed on my slow computer though.
This is a minor issue.

The savegame menu runs at 135+ fps for me, while the max fps is 50. (PAL game, PAL60 doesn't make this game 60Hz...) So it would run full speed on a system that's not even half as fast as mine. So is this really an issue?
My system & settings:
Windows 7 64 bit
Pentium G3258 4.2 Ghz
Radeon HD 7790
DirectX11, 3xIR, Efb to Texture, audio LLE(HLE is even faster)

I think this is probably a case where something got emulated when it wasn't being emulated previously. Considering computers have gotten faster than this definitely isn't as big of an issue as it once was. If anyone wants to argue me on this, feel free, this is 100% a judgment call.
Plus, there's always a chance that a future optimization fixes this anyway.
