Dear all after the Version 3.5-597_x64 the Vertex Merge fix blubb...
no game works with the DX11 graphic settings.
I get this error:
DX11::VertexManager::CreateDeviceObjectsFailed in Src\VertexManager.cpp at line 70: Failed to create vertex buffer
Hope you can help me or other people.
System win8 x64 and with i5-3570k so with the HD4000 GPU.

Don't use the idiotic version numbering scheme, post the git hash of your version from the about dialog instead.
Are you sure that the version you posted is the first one that the issue occurs in?
As vertex loader cleanup also changed the size of vertex buffers, this might be triggered because of this release. But as your HD4000 uses the same memory as our CPU, there will be infinite space for buffers (as long as you don't run out of ram)
More importend: Which GPU driver version are you using?
First. Don't be pissed off of me? I'Ve done everything correct.
If I say this is the first version as this error occur than it is the first version. ANd look at this version what happend there? Something fixing in the VertexManager:
What does this mean? ... It means taht I'm right.
GPU driver is the same as in the version before that terrible version.
The GPU driver version is 9.17.10.2932 think it is the last one.
In higher Version than 490 the Dolphin gets more an more laggy.

No one is pissed off at you. It's just a fact that the version numbering scheme used everywhere is dumb and useless because we have no idea which version you're referring to (there are multiple 3.5-597 builds). Again, please post the git hash of the version from the about dialog.
Ok than it was my fault.
So I can not find any version name of the Dolphin Version.
Only the long Revision Name: eaa5a77d9e07b181ffec6ea07b75c64054112a9b

@ awelker: That's exactly the version number I was looking for, thanks. Note that this is 3 or 4 commits after the vertex loader cleanup branch merge, so in fact the version number you provided is not the first one to have the problems (not that it matters here anymore, but please be more precise for this in the future).
We think the issue here is that your system is running out of video memory. Can you tell us what GPU model exactly you have? HD4000 can mean pretty much anything. Try looking it up in dxdiag and/or via GPU-Z.

But dx11 is correct now.

For ati hd4000 series, we have alloced too much vram.
But I guess, you use the intel hd4000 gpu, so vram shouldn't matter.
anyway, fixed :-)
Don't know if this is the same problem so I'll write it down here.
Between version 3.5_491 and 3.5_513 e.g. Mario Kart starts to lag in the Character Menu and after starting the game it is little bit slower as before this versions.
So here are the Numbers:

I think the problem comes from. Rev 513--> 008fdc73106a: Commands:
Slightly (~7%) decreases performance when performance metrics are used. (what is better, one game works and many other laggs)
