Filesystem tab doesn't show all partitions of some Wii discs

Super Smash Bros. Brawl and probably Mario Kart Wii and Wii Fit Plus

What went wrong?
In Super Smash Bros Brawl, the disc have 14 partitions (one "update" partition, one "data" partition and 12 Virtual Console partitions, one for each Master Piece). However, the Filesystem tab show only the "update" and "data" partitions, even if the game have more partitions.
I'm not sure, but apparently Mario Kart Wii and Wii Fit plus also have a 3rd partition containing the channel installer, that also doesn't show up in the Filesystem tab.

What did you expect to happen?
I expected Dolphin showing all partitions of the disc, allowing me to extract files, check partition integrity, etc.

What steps will reproduce the problem?
With a working dump of Super Smash Bros Brawl (unscrubbed and uncompressed), go to the Game Properties and then switch to the Filesystem tab. You'll see only 2 partitions, but the ISO have 14 partitions (one "update" partition, one "data" partition and 12 Virtual Console partitions, one for each Master Piece).
I'm not sure, but Mario Kart Wii and Wii Fit Plus should list an additional partition with the channel installer too.

Dolphin [master] 3.5-1067 (x64)

WiiScrubber can show all partitions, not sure if this help something. WiiBrew also have some documentation regarding Wii disc structure: http://www.wiibrew.org/wiki/Wii_Disc

This is unrelated to my recent commit, and the previous code assumed less than 10 partitions too, in an even worse way.

Quick update: got my hands in Mario Kart Wii and here I can see 3 partitions, the Update partition, the Game Data partition and Channel Installer partition.

Super Smash Bros Brawl, however, still doesn't show any of the 12 VC partitions, only Update partition and Game Data partition.

Tested again in 4.0-3376 and still reproducible...
