Could be a bad dump if it's broken on both old and new builds and nobody's reported a crash here before. Right-click the game, click Properties, go to the Filesystem tab, right-click each partition and click "Check Partition Integrity". If it doesn't say your copy's fine, redump the game (as in, re-copy it from the original disc).

Also, if your copy of the game is only ~4.7 GB and all the Subspace Emissary cutscenes are broken/missing/exactly the same cutscene every time, that counts as a bad dump. http://wiki.dolphin-emu.org/index.php?title=RSBE01

If that doesn't help, can you provide us your savefile? (Right click the game, click "Export Wii save (experimental)".)
