closedNetplay no longer allows Dualcore

Description
For some reason, r23ff31451fdbff600e02b7279f9e54061cfad9d7 makes it so no matter what you set in netplay, single core is what the game launches in. For the five games that can actually use dualcore semi-reliably, this is a bit annoying.
I caught someone else on the IRC having this problem and confirmed it myself.

This is still valid for me on that same build. Always uses single-core.
Am I the only one still getting this?

Try updating to latest master, it's not happening to me any more.

Make sure the host's CPU is set to dual-core.

I did more testing and it still tends to happen. I think I'm finding more consistent ways to cause it though.
